The regulation was introduced to allow the person in charge of the economic activity to assess his compliance with laws, regulations and instructions according to specific standards under its provisions through a decision issued by His Excellency the Minister, in order to build trust between institutions and government procedures, as it is compliance and not penalties, as well as to state the obligations incumbent on the person in charge of the economic activity under the provisions of the law and the regulations and instructions issued thereunder.
