Consultation on the Core Ex Ante Legislative Impact Assessment Study

The preparation of this study falls within the framework of applying the principles of good regulation and legislative impact assessment to regulatory interventions. It aims to analyze the regulatory and financial challenges associated with the framework governing the Alimony Loan Fund, and to demonstrate the need to amend the existing framework in a manner that aligns with the Fund’s legal status as a financially and administratively independent legal entity. The study reviews the challenges related to the Fund’s financial sustainability in light of the growing volume of loan disbursements compared to limited recovery rates. It also examines possible regulatory alternatives and their anticipated impacts, with a view to identifying the most appropriate regulatory option. This consultation aims to provide stakeholders and interested parties with the opportunity to review the study’s findings and submit their observations prior to the completion of the formal legislative procedures.

JFDA Guideline for Registration of Biosimilars 2026

The Jordan Food and Drug Administration (JFDA) has updated its biosimilars guideline to align with the latest global advancements and regulatory expectations, particularly those established by the European Medicines Agency (EMA) and its updated biosimilars guidelines, in addition to other reference health authorities such as US FDA and the WHO Biosimilars related guidelines. This revision reflects the evolving scientific understanding and regulatory landscape surrounding biosimilar development, emphasizing the importance of a tailored clinical development approach that is both scientifically justified and resource-efficient. Recent international experiences and scientific progress have demonstrated that comprehensive analytical characterization and comparative pharmacokinetic data can, under specific conditions, sufficiently establish bio-similarity without necessitating extensive clinical efficacy trials for every biosimilar candidate. The updated guideline incorporates these insights to streamline biosimilar development while maintaining rigorous standards for demonstrating similarity in quality, safety, and efficacy.

This Code represents a strategic milestone in advancing Jordan’s capital market, reinforcing JSC’s commitment to building a transparent, resilient, and future-ready investment environment aligned with global sustainability expectations. Developed in response to accelerating global shifts in sustainable finance, the ESG Code establishes a robust framework for governance, risk management, and disclosure of sustainability-related risks and opportunities, enabling companies to better position themselves for long-term value creation and competitiveness. The Code is fully aligned with the global baseline set by the International Sustainability Standards Board (ISSB), including IFRS S1 and IFRS S2, positioning Jordan among markets proactively adopting internationally recognized sustainability disclosure standards. Implementation will follow a phased approach, with ASE20 listed companies forming the first group required to apply the Code starting from the 2027 financial year under an “apply and explain” principle. This approach ensures both accountability and flexibility, while driving meaningful integration of ESG practices into corporate strategy and reporting. Through this initiative, the JSC aims to enhance investor confidence, improve the quality and comparability of disclosures, and strengthen Jordan’s positioning as an attractive destination for sustainable investment. The JSC invites all relevant stakeholders to provide their feedback and insights on the Code, as part of a collaborative process to ensure its effective implementation and alignment with both market realities and international best practices.
